[RoboCup-athome] RoboCup@Home 2026 Rulebook

Dear Teams,

The RoboCup@Home RuleBook for the 2026 competition has been officially released. The RuleBook and the corresponding changelog are available at the following link:

This release represents the final version; no further major changes are planned. Minor wording adjustments, clarifications, or score updates may still be made.
