[robocup-athome] FINAL Rulebook

Hi all,

it is our pleasure to announce the FINAL update of the rulebook. All 
tests have been changed according to the discussions within the TC and 
here on the list. All score-sheets are up-to-date and should ease both 
refereeing and participating in a test.
